It still needs to pass the Senate, and theres no guarantee that will happen. And even if it does pass the Senate, and doesnt get struck down by the supreme court, its more likely that TikToks parent company will sell it rather than just shrug and accept a ban. And even if that dont sell and the ban holds VPNs exist. most people will not use vpns. Many people are like tech illiterate.
