Philip would have become King but the title of King technically outranks that of Queen, so it would be like he was the monarch instead of consort, so he was given the title of Prince. When the monarch is male, then their spouse becomes Queen Consort (or Queen Dowager if she outlives him) And if I recall theres been a debate over the years (like, decades before Elizabeth died) whether or not Camilla would or should be called queen.
