Rey trained under Leia for a year. Both she and luke basicsllg picked her up off the street and took her in, teaching her in place of Ben who squandered them. Leia, herself growing up under adopted parents and taking their name, would've known what was involved. She saved leias life, saved Ben's life, helped luke correct his mistake. What more did you need to see, them sign papers?

Rey seemed to have a stronger bond with Han and Leia than Luke, so Rey Solo would make more sense. It also thematically fits better with how Han apparently gave himself that same name.

Leia was adopted as an infant, thats not remotely comparable to having a teacher for 1 year.
