I am a complete noob here and call me a moron but could they just not move the court out of the netherlands? because from what I read on that link the bill allows to invade netherlands or hague specifically but what if the thing was held somwhere else, woudlnt they need to pass a new bill for that place and if they do it looks bad on them, but I double the US really cares how the world looks at them at this point anyways.

I dont think they mention any country by name, just that it is "a bill to protect United States military personnel and other elected and appointed officials of the United States government against criminal prosecution by an international criminal court to which the United States is not party."
