Fiction goes through cycles. Just like some people like sympathetic villains, and some just want cartoony. Pervert characters dont need to constantly be in flux in the same way.

Let's take this example: "I say there are too many effeminate men in anime! Pretty and fanciful male characters offend my Religious values! Effeminate and pretty male characters dont need to constantly be in flux in the same way."*

(*this is not my actual opinion, it's an example of this thinking going too far using the same justifications)

Now, I agree that pervert characters are cringe and annoying, I hated Master Ryoshi back in the day when I first discovered DBZ...and I've never found these characters particularly useful and never endearing.
