only 3 locks due to a mix of infamy and legacy. there's worse games out there sure but for standout games known for being bad games they kind of dominate the field. modern games are difficult to ever reach these levels because 1) there's so much crap out there that you can legitimately go "shitty game of the week" and never run out of content, even better if you scale it back to 6 months; 2) patches and re-launches exist to fix games drastically (Cyberpunk, FF14). but there's a few instances that do stand out despite that, usually because the game was so bad the studio died or, if they survived, they drastically altered direction. Warcraft 3's remake is a good example of the former, Umbrella Corps the latter. but the king of that i think has to go to:

SimCity

it killed Maxis, the company that made who knows how much off of The Sims.
it was the game that really started the whole "always online" bullshit and utterly bombed at doing it.
it was the biggest reason why EA became back to back winner of worst company in the world.
i don't think there's anything that remotely compares in the last two decades.
