Notice of appeal perfects the appeal and causes the appellate court staff to begin setting the timeframe for briefing and/or oral arguments, as well as other ancillary motions and considerations.

The undertaking/bond is separate to prevent New York from enforcing the trial court judgment until the appeal is resolved. Without it or a discretionary order by either the original trial court or the appellate court, New York could thereafter (upon the passage of the statutory amount of time) start the execution process and start levying on Trump's properties if he doesn't pony up the cash.
