In Gens 1 thru 3, whether a type was physical or special depended solely on its type. Normal, Bug, Flying, Poison, Rock, Ground, Fighting, Ghost, Steel were all Physical types. Fire, Water, Grass, Electric, Ice, Psychic, Dragon, and Dark were all Special types.
