No, but they could have disassembled them to recover the uranium / plutonium then used those to build nukes they did control. 95% of the difficulty with building a nuke, is obtaining those materials, rather than the actual construction. Heck, give an average CEman access to the internet, uranium or plutonium (former would be easier), and some basic industrial facilities, and they could probably build one if they really wanted to.
