I think in a lot of games you'll find that the AI doesn't "fight itself fine". A lot of times the AI in games is built on top of their responses to player input and tends to flounder and become more stupid without an actual human being to respond to. It's like, they need someone to "bounce off on" in order to respond correctly, since they're mainly designed to counteract rather than to take initiative (the latter is a lot harder to program). Because of that if they're only responding to other AIs they all tend to stagnate and make unusual actions without someone real to initiate a decision they can then react to and build off on.
