It may be because I am not as familiar with Davros but from what I have heard from him and the description I am still leaning toward Cioccolata due to the factor of Davros wanting to bring "peace" in some fashion from his own view. Like if you put Cioccolata in Davros shoes and gave him access to all that shit he'd probably be a lot worse/disgusting.

Davros is the space nazi doing it for some sort of "cause" due to trauma. Cioccolata would be the nazi mad scientist who wouldn't give the slightest fuck about any "cause" and would be like "Hey Daleks, use those trash can cameras to record these normies getting rekt and send it back to me so I can masturbate to it later." Cioccolata would also likely get a kick out of tearing Daleks open and messing with their squishy insides for sick "scientific practice"
