I don't think he actually wants it televised. He knows that his antics would just get shot down in the courtroom and make him look like a loser.

He's saying this because he is sure they'll never do it. They'll never televise it, so he and his lackeys will just rant about how they're not showing the REAL story of what's happening in the courtroom because they're scared to make the truth known. That way he can act like he's the one with nothing to hide, but the "deep state" is covering up the real story.

That said the judge makes the ultimate call on whether or not broadcasting or recording is permitted. It might be "against the rules" but in the courtroom the only rules that matter are what the judge says.
