Nah, Kuja didn't want to destroy everything until he learned he was mortal, and his mindset was "the world doesn't deserve to live without me." Before then, Kuja just wanted to dethrone Garland and take over because he deserves to rule the world. Everything Kuja does revolves around his enormous ego. Seymour isn't really driven by his ego.
