so california has a rating of 23.1%? then why, if you scroll down to the actual table, it says

and just like that, your website has lost its credibility. it's presenting us with two entirely different numbers for a single state, and claims said state is the lowest when it is not the lowest using their own source table.

meanwhile, every school in the nation uses piaacs, since it's what federal school metrics are based off of.
