Exactly. No social network will ever be a decent place, especially not a mostly anonymous network like twitter, but claiming that it's the people is absolutely wrong.
Sure, it's the people, but only because they're enabled to do so. Once upon a time degenerates used to be banned, now as you say they're boosted and almost advertised.

Sure, they could go to another site if they get banned, but no other social network has as much exposure as twitter.
