In the House, the Speaker schedules everything down to the minute. In the Senate, a Senator can do/not do anything (within the Constitution) unless 2/3 of their peers vote to force them to do it (cloture). There are enough Republicans (+ wildcards Manchin & Sinema) to prevent cloture. So Tuberville can block promotions. The Constitution requires the Senate to vet Flag Officers in order to prevent a President from packing the military with sychophantic officers. One of the reasons the US hasn't had a military coup. Flag officers therefore owe their position to demonstrated loyalty to the Constitution (confirmed by the Senate) and the process - not any president. Milley is a perfect example, as there are many reported incidents where he told Trump that the military could not do some of the things he was asking of it.
