You can just get a divorce without any more hassle than other states in Ohio. You just file for it like anywhere else. Counseling isn't any kind of necessity. Could she not afford a lawyer to fill out the paperwork? She's pretty broke. That's a whole nother issue where her job hasn't been paying her but even if they did she'd be scraping by. But no he doesn't want the divorce so it's not a simple she just files paperwork and it's done --- I put my heart and soul into my work and I fear I have lost my mind in the process ...
