Got BLU to 80, something like 20 new BLU spells, already got all of them, you do NOT need to complete the class quests to get the new Whalaqee totmes, you get the artifact set before the new Carnivale mission opens up. I tried the Carnivale for a bit. Got through phase 1. Not really sure what I need to do to complete phase 2, but I'm tired and I have raid tonight so I'll work on that tomorrow. I remember asking for in the new player channel asking for people to help me do a dungeon. Someone asked if they could be a Blue Mage, and I'm all "uhhhh...sure, I guess." They seemed really shocked that I said yes, and I didn't get why, but I wasn't gonna look a gift horse in the mouth.
