It's based on Tedzuka Osamu's tale about the robot arms race.
In that world, "super" robots are the real world's equivalent of nuclear power. They have legitimate uses (such as rescues during natural disasters, etc etc), but nations see them as WMD in the arms race (our equivalent of nuclear weapons).

Someone has began eliminating super robots of each nation, and world leaders are suspicious of each other. There is a twist on who is truly responsible and why (with an understandable and morally justifiable, if unacceptable, reason).

This version modernized the story by setting the story with the US invasion of Iraq over WMD in the background.
