Generally not. Rooms have one or more dedicated functions, such that you stay in them for as long as you intend to participate in activities associated with those functions. Hallways just connect rooms, so you generally won't stay in them longer than it takes to travel to the room associated with whatever activity you're looking to perform. That's not to say you can't arrange your home so that you dedicate functions to a hallway, and very often hallways end up being used for storage (especially for things like coats or shoes, in the case of whatever hallway connects to the main door) such that you could liken them to a storage room, but speaking in broad terms about the concepts I would consider the two to be distinct.
travel is an activity. hallways are the rooms that you use primarily to travel between locations.

it's true that other rooms may also serve this purpose to some extent (for example, walking through the living room to get between the kitchen and hte hallway), but this is also true of other rooms. Someone eating in a living room doesn't mean that dining rooms are not a real room type
