If the protagonist is someone trying to renew his driver's license, then antagonist might be the clerk denying him for some reason. To the protagonist, the antagonist is setting up obstacles for his success. To the antagonist, it's just another day with some crazy guy trying to get a license without proper identification.
That'd still make him an antagonist for the story. Because it's not just "some crazy guy" it's now a persistent customer that won't go away and is impeding your ability to do your job. Unless the story moved on passed that for the clerk, it should fit.
