Also, the credits are awarded in terms of dollars so the rental rates matter. His rate for an e-bike triples after 45 minutes, which is why Citi Bike's strategy of docking every 45 minutes still applies. If they were relying on your strategy, why wasn't Comrie charged when she rented the e-bike at 7:24? And why wasn't he charged at 7:25? There were still other bikes available at the station, and Comrie didn't rent one of those until 7:26. And if those were all e-bikes too, then why did Comrie want one of the teens' e-bikes in particular? Your theory never made sense.
