It applies in this case. Citi Bike themselves encourage docking your bike every 45 minutes (30 minutes if you don't have membership)

The first 45 minutes of each ride on a classic bike is included for Annual Members, and the first 30 minutes of each ride on a classic bike included for Day Pass users. If you want to keep a bike out for longer, its an extra $4 for each additional 15 minutes. So to keep a bike out for an extra hour longer than your first free 30 minutes is only $16, which is competitive with traditional bike rental. Or avoid extra time fees by docking your bike every 30 minutes. As long as you keep each ride on a classic bike to a maximum of 30 minutes, youll only pay the base price of the pass.

They also allow renting the same bike consecutively after docking it. And they temporarily implemented a waiting period of a few minutes, to avoid overcharging these customers.
