It doesnt make them employees or provide the drivers with any other benefits like retirement or insurance. What it does is set a minimum per mile and minute wage and it makes Uber and Lyft provide much more documentation on when they choose to fire a driver.

Also, Uber has never turned a profit. In FYE 2022 they brought in $31.8 billion in revenue and still took a $9.1 billion loss.
