Yeah, I still haven't gotten it yet and have unlocked a fair bit of the map and finished the thunder temple. I assume it's unlocked via Robbie's quest? I didn't try to comb over Lookout Landing again after already doing it once before doing Purah's quest, so I missed it and tried to go on to do the main quests that popped up after doing the first tower (i.e. check out the four disturbances). I recently went back to use the tower for a boost and saw that he had a quest marker over him, and he mentioned the camera, so... Anyway, as I've previously said, I've been for the most part playing without any guides or advice, but it sounds like I'm missing out on things I should have before exploring the rest of the world because of it.
