So Trails in the Sky was originally a PC release in Japan. When it got a PSP port there it added Julia and Meuller as party members there. For the localization, being years later, we got them added into the PC version as well.

And yeah, Axis Pillar is the final dungeon/boss rush mentioned before. Enforcer order is the same as it was in Chapter 7 but with no party requirements outside Estelle and Joshua. At a minimum you want Zin and Schera for Walter and Luciola respectively. Unfortunately lack of quick travel makes changing the party each time for each Enforcer more annoying than it has to be but at least the rail system or whatever it is makes it a little nicer to get to-and-from the Arseille.
