By default, you have a tiny chance to roll a 5*. The chance of getting a 5* starts to increase substantially at 75 pulls on a banner, and is guaranteed by 90. When you get your first 5*, it has a 50/50 chance to be the featured character, and the counter resets to zero. If you didn't get the featured character as your first 5*, you're guaranteed to get the featured character as your next 5*, which may be up to another 90 pulls. After you get the featured character, you return to the original state, where your next 5* has a 50/50 chance of being the featured character. The state carries over between featured-character banners.

I had pulled on Seele's banner 80 times with no 5*, and I have another single-target DPS, so I figured I should wait. Given that the chance of getting a 5* is so much higher at "80 pity", I pulled once (instead of doing a 10-pull) to avoid "overspending".

I think that's a fully accurate description, but let me know if that doesn't make sense.
