It makes sense from a design standpoint. As said in the patch notes, the concept of wave's existence makes cost reduction a tricky concept to develop further. With her previous function, any cost reduction was a workaround to the nature of her effect.

Wave is meant to let you play an expensive card early while also giving the same opportunity to your opponent. Otherwise, she's a floodgate that can really slow down decks like Thanos that have a lot of low cost cards.

When Wave was allowing multi-card drops because of cost reductions, she was creating a severely imbalanced power swing. If a card affects both players with an effect that could be positive or negative depending on what's in your hand, each player should be affected in roughly the same way. As in... every card in both players' hand should cost 4 regardless of prior reductions.
