Dude wasn't acting weird at all. Literally a street dancer trying to engage with an audience by asking for high-fives. It was a simple tap with the finger. That out of the way, I don't think the girl was racist either. There are plenty of people that don't like being touched, and the way the girl shuffled into her group for comfort after the tap makes me think shes an introvert that got dragged there by her friends.
