Hosts tend to put in a highly recognizable character or two in the safelist
King does not lend himself to an obvious role in the context of mafia and most people aren't going to be super bummed if he's not in the game since he's not a major character just a side guy who is always there

To me he profiles perfectly as safelist fodder. Doubly so if he's Ctes's main because Ctes wouldn't want his main to just be a vanilla.

But by that logic any single character could fit the bill or inversely become a nilla.
I just dont think its an ironclad theory.
Not that it undermines your remaining arguments, but I dont put stock in safelist meta much.
