You should probably check whether thats currently the case or not. They could be pulling a fast one by getting everyone to move before the date when they request the change.

They had a pretty major water main break in the area back in August. While they fixed the issue, the public utility company isn't sure they would be able to continue the upkeep should it happen again, because the pipes are really old in this part. The landowners are just taking the easy way out for them.
