I think it might be some of both - she has definitely been broken down, what with her group bailing, her home being blown up and having apparently seen a myth. On the other hand, just going along with things and not rocking the boat seems like it is paying off for her so far, and her goals might be aligned with them anyway (aside from maybe who is on the throne in the end). She definitely seems like she's on a different level from anyone other than maybe Mando and the Armorer.
