If she ever wants to take a break then it's already over

Most of the time, that's true.

It can be different if the couple is married, but two people who are just on and off dating...it typically holds to the rule. When not talking about a married pair, what the dating partner asking for a break actually means: "You're useful, so I don't want to officially dump you just yet. I want to keep you on the backburner in case this other partner doesn't work out better ".

When they say they want a break, stop investing. Pull back, focus on yourself. They have already decided on taking that break regardless of your response. Telling you about it is just to keep you on the line to maintain a commitment for their later convenience. Cancel that commitment, consider them an ex and date someone else. They likely already were.
