Who was trying to tell people what to do? The former. Maddy was wrong to target Brandon - he rightfully distrusted her and she rightfully distrusted him, but she stuck her neck out by trying to vote out the guy with the idol. She could've used him as a meat shield later if she tried to recover that relationship. This tribe is a total shitshow, though. So much paranoia running around and the only one who doesn't look like an idiot in this episode is Kane. That's... an accomplishment.
