If we woke up tomorrow and Obergefell were overturned then just like with Roe the legality of gay marriage would revert to state law for each state. And most of the states have it as illegal. Just like with abortion your only "recourse" would be to travel to a state that has legal gay marriage. The only difference would be that under the RFMA once you moved back the law would require your state to recognize that marriage. For now. tl;dr: It does not violate federal law for Iowa to ban gay marriage. The only thing making it illegal atm is Obegerfell.
