I think they already knew him and deliberately targeted him for undisclosed reasons.

He complied to their initial demands, or tried to, to the best of his ability, and only ran once he noticed they were still beating him up despite doing what he was told to do. They already knew him and wanted him to suffer.

I know what you mean, it's so baffling like they just decided to go all out on a random guy. He's just parked at an intersection with his blinker on when everything starts. What the fuck caused them to go so hard so quickly? They started the encounter with violence and I can't discern why.
