I don't think these cops, knowing full well they had body cams, just went around looking for a random dude to beat up to death. I think they already knew him and deliberately targeted him for undisclosed reasons. He complied to their initial demands, or tried to, to the best of his ability, and only ran once he noticed they were still beating him up despite doing what he was told to do.
