I think the idea of him is to show the futility of "changing things from the inside" and even the ~~Euphinator stuff goes with that, since that shows how losing one person can completely derail any possibility for change~~. People still think too highly of him though. He's definitely worse than Rolo or Nina (though there's no way I would put Rolo anywhere near a favorite character list).
