It was filmed with GotG3 so they saved a lot of money that way I'm sure. There's only a couple extra sets (some of which might've been built for GotG3), lots of it takes place on Earth, don't have to build anything too elaborate. Not too many special effects either, just the cgi characters and a few spaceship shots. It probably wasn't too expensive, at least in comparison to the movies.

Also it keeps MCU fans subscribed to D+ for an extra month. The last thing released was Werewolf by Night in October, Wakanda Forever should pop up sometime in January, that's a big gap where some people might decide to cancel for a few months. This will keep them subscribed.
