It's way more of a chore to get a refund for digital content outside of Steam. Even if it can be done in egregious cases, most people won't deal with the hassle and just accept they bought crap they can never get money back on. --- This issues still comes to mind now and then Cake was baking in the oven and mother was making tea for us ...
