Or have only the two most recent sets be the only ones that require money? As long as the player can always make some meta decks (even if they're from the top of the competitive season), then you can always bring new players in and past players back. I have no idea what revenue looks like for the game, but if they could reduce barrier to entry, then that would go a distance.
