This is it exactly, and it's not restricted to Japan: if you go see any theatre shows, you're going to experience the same thing -- dramatized overacting. The reason is because back in the day, there were no PAs and there were no big screens to see them on. Acting like that is still a mark of prestige for theatre actors, it's a completely different world to screen acting.

It still exists in the west, and is still present in western animation but to a lesser degree.

Nobody in Dexter's Lab or Jimmy Neutron sounds like any real person would sound like having a conversation; nor do Goku or Luffy.
