I don't exactly know how laws regarding fishing tournaments in general work, but I'm guessing it's something like: the tournament has whatever permits/rights to fish in this area, which apply to all participants, and by cheating in the tournament, you're not legally obtaining the rights from them, so your catches are considered illegal. --- Hey man, LlamaGuy did encrypt the passwords.
