Wild C'Thun 2.0 Druid was at one point a meta high legend worthy deck in wild. The idea was that all the cards in your deck were spells (other than some minions you pull out early on with Oaken Summons) so you can run Fungal Fortunes as a 3 mana draw 3 and not lose your win condition. And 3 mana draw 3 is freakishly good. But it's not the easiest deck to pilot--you really need to save moonlit guidance so that you can get multiple copies of C'thun; and if they save a dirty rat or mutanis, you might need to save multiple copies of moonlit guidance or solar flare+moonlit guidance. I imagine it's not so bad with a deck tracker, but I tried running that deck without a deck tracker in casual, and...yeah, did not go well; easy to lose track of whether you've still got another copy of moonlit guidance in the deck. One time I even lost track of the fact that I already shuffled C'thun into my deck and just drew it with no way of copying it.

If they're running C'thun 2.0 in any class other than druid, though, then I have absolutely no clue what they are doing or how they are supposed to win. 30 damage doesn't win against any opponent with minions in play.
