The way the leveling works in the older Elder Scrolls games, you have your attributes and your skills. Each attribute governs a skill, except for luck which slightly effects them all. You choose your major and minor skills for your class, and leveling those skills cause you to eventually gain a level. When you do, depending on what skills you leveled and how much, you get to add points to your attributes. Say if you leveled sneak a bunch, you get a bonus where you can put five into agility. You can only increase three attributes per level, so if you wanted to be super strong, you would try to get plus five bonuses for your main attributes. But in Oblivion, the world scaled with you, so when you leveled up your major or minor skills a little you would level up too quickly and lose out on those bonuses. The enemies got the full plus fifteen bonus per level, so if you were a thief or a speech based guy you were fucked by the now super enemies.
This is like ff8 but worse
