If there werent other replaceable flags then I dont think his intentions have to be necessarily homophobic, some people are very peculiar how they want their game to look and will customize based on what looks the most aesthetically pleasing for them, hell the entire modding community is built around that desire to make your games look anyway you want.There's all kinds of flags in the game already.
