I'd imagine it's a little of both, since iirc natural attrition is taking a lot of older teachers out, and with how shitty teachers are paid in this state and the immense liability they are under due to legislation (Don't Say Gay) no one is particularly lining up to take those jobs.

It's a combination of shitty administration making the job so intolerable that no one wants the job, and the people who probably can't get out fast enough. It's not really replacement if you just make people not want to be there.
