Here's the full paragraph.

At least at first, it was difficult to know what to make of Trumps claim, given his strained relationship with reality. Sure, the former president asserted that the FBI had his passports, but all we had to go on was his word, which has no meaningful value.

Trump having a strained relationship with reality is an opinion.

The FBI confirmed they took his passports.

Trump's word having no meaningful value is an opinion. Another person could say that Trump has more credibility than the FBI due to his reputation of speaking his mind.

"At least at first" implies that the author did figure out what Trump meant. But nothing in the article demonstrates that they had any greater understanding than they started with.
