They've definitely moved away from human cities/nations since Unleashed (by Forces, they have an entire world war that doesn't involve any humans, for example), but they also have to exist for numerous reasons. Sonic Team are apparently pushing a two parallel worlds retcon, which is about as good as it's going to get to explain what is basically a change in direction. Could be worse, we could have Zelda-style splintered timelines. --- Still the number one reason for the success of the Internet.
