Mix of different variables.

Genetics. Personal Effort. Education. In that order

Someone can get a great education but still be dumb as hell. Someone can be denied a great education and still manage to learn a lot and be smart as hell. It mostly boils down to what you inherit and the effort one puts into learning. And an education on top of that also helps.
Education really has a big effect though

I'm reminded of my "home schooled" cousin, who at age 14 was nearly completely illiterate, snuck out my mom's cigarettes, and thought we got the Statue of Liberty "from the Chinese as a peace treaty after we bombed them"
